Job Classification: Police Officer- Entry or Lateral
The Coos Bay Police Department currently has an open hiring process for the position of Lateral or Entry Level Police Officer until filled. Lateral applicants will only need to complete and return the City of Coos Bay application as well as the Police Officer supplemental application that can be found on the City of Coos Bay Web Page. http://coosbayor.gov/government/job-openings Lateral applicants will not be required to complete the NTN testing or ORPAT. Entry level applicants must complete the following:
Salary Information: $5,725 – $7,307 PER MONTH, DOQ; Lateral applicants would be eligible for a $2,500 hiring bonus ($,250 after being hired and $1,250 after successful completion of probationary period) Starting salary for lateral hires may be negotiable based on relevant law enforcement experience. Lateral applicants will automatically be awarded an interview and are not required to complete the NTN testing phase. In addition, if a Lateral applicant is hired, they will receive 40-80 hours of sick leave, the amount will be based on years of experience and at the Chief’s discretion. A Lateral applicant may also be eligible for early release from probation depending on performance and at the discretion of the Chief. Department Overview: Coos Bay Police Department's 48 employees (24 sworn, 24 non-sworn) work together to support our mission statement, "To Efficiently Provide Quality Law Enforcement Services to Our Community by Promoting a Safe Environment through a Police-Citizen Partnership, With an Emphasis on Mutual Trust, Integrity, Fairness, and Professionalism." The Coos Bay Police Department has three divisions within police: Patrol Division, Investigations Division, and Support Services. These divisions are comprised of the Patrol Team, K-9 Team, Community Resource Officer, School Resource Officer, Criminal Detectives, Narcotics Detectives, ERT, Evidence Technicians, and Records. Patrol shifts are 12 hours, 3 days on followed by 3 days off.

GENERAL STATEMENT OF DUTIES: Performs peace officer functions of law enforcement and crime prevention work including patrol and investigation. Controls traffic, enforces state and local traffic regulations, and other ordinances and laws. Works directly with citizens in the areas of criminal and civil law enforcement. Incumbents in this position may be required to work rotating shifts and days off as designated or assigned. Performs related work as required including planning and research.
SUPERVISION RECEIVED: Works under the direct supervision of a Police Sergeant or senior officer who assigns work details and reviews work for conformance to laws and departmental policies, rules and regulations.
SUPERVISION EXERCISED: Supervision is not a normal responsibility for positions in this class. However, assignments may include field training officer responsibility, supervision of police reserves and other volunteers, and shift supervisor in absence of a Sergeant.
TYPICAL EXAMPLES OF WORK: An employee in this classification may perform any of the following duties. However, these examples do not include all the specific tasks which an employee may be expected to perform. May be rotated to areas of special emphasis such as investigations, alcohol and accident reduction, crime prevention, reserve coordination, special tactics and canine training.
DESIRABLE QUALIFICATIONS FOR EMPLOYMENT
KNOWLEDGE, SKILL AND ABILITY: Knowledge of English language and spelling. Knowledge of self‑defense, restraint, crowd control and crisis are helpful but not required at the time of appointment. Knowledge in specialized areas is also helpful. Skill in speech communications. Ability to work independently and make sound decisions. Ability to learn a considerable amount of factual material such as laws, statutes, regulations, ordinances and procedures and apply this knowledge to the job. Ability to understand fairly complex oral and written instructions and act upon them accordingly; to deal courteously and firmly with the public, often in stressful situations.
Ability to operate assigned equipment skillfully, safely and in conformance with applicable laws and regulations. Ability to prepare clear and comprehensive reports. Ability to establish and maintain effective working relationships with fellow employees and superiors, and to deal with the public in a firm but courteous manner. Ability to analyze situations quickly and objectively and to determine a proper course of action to be taken. Ability to learn and administer basic first aid.
ESSENTIAL FUNCTIONS: Physical strength, agility, and stamina sufficient to perform the work of this position; ability to communicate effectively orally and in writing; ability to work independently and make sound decisions. Ability to maintain mental fitness and able to deal courteously and firmly with the public, often in stressful situations. Ability to work independently and make sound decisions. You must be able to develop and maintain positive cooperative team-oriented relationships with co-workers, supervisors, managers, and other you come in contact with.
EXPERIENCE AND TRAINING: Experience involving public contact. Graduation from high school or the equivalent GED certificate. Previous experience in law enforcement and/or college level law enforcement related courses desired but not required. Possession of a degree in police science is desired but not required. Any satisfactory equivalent combination of experience and training which ensures the ability to perform the work may substitute for the above.
NECESSARY SPECIAL QUALIFICATIONS: Possession of, or the ability to secure, a valid Oregon driver's license. Possession of or the ability to secure the Basic, Intermediate or Advanced Certificate from the Department of Public Safety Standards and Training.
WORK ENVIRONMENT/PHYSICAL DEMANDS: The work environment/physical demands described here are representative of those an employee may encounter while performing the essential functions of this job. Work conditions may vary by shift. Tasks are performed inside while working in an office setting with a noise level that is usually moderately quiet. Most tasks are performed outside while working from a police patrol vehicle. Few tasks require heavy lifting, pushing, pulling or carrying heavy objects. Physical strength, agility and stamina sufficient to perform the work of this class including work beyond normal requirements in emergencies. Flexibility is important because of the need to frequently enter and exit vehicles, inspect buildings, climb over and around obstacles, make sudden moves, etc.
Mental alertness is very important because of the need to make fine discriminations and decisions concerning subtle cues of impending danger or to discover inconsistencies in witnesses’ or situations changing dramatically within a few seconds, taxing the maximum of human endurance. Therefore, incumbents must remain physically and mentally fit to enable them to handle, with minimum force and backup, recurrent contacts and involvement with dangerous and potentially dangerous people, animals and equipment.
