Job Classification: Entry-level Firefighter-EMT/Basic
The City of Bellevue is currently hiring a Full-time, Entry-level Firefighter-EMT Basic. All testing must be completed by December 31, 2025.
The Civil Service Commission requires candidates to complete the National Testing Network PHQ (Personal History Questionnaire) at www.nationaltestingnetwork.com. You may access the questionnaire through your candidate account. The PHQ must be completed by the closing date to be considered further in the process.
Testing Requirements:
1. Application: Applicants who qualify for military credits must submit necessary documentation (Copy of DD- 214).
2. State of Ohio Firefighter II and Basic EMT certification.
3. Physical Agility Testing: Candidates must complete the Firefighter Mile testing through the National Testing Network.
Written Testing: Candidates must complete the Firefighter testing through the National Testing Network and receive a passing grade of 70% or higher. To register for the written examination, log onto www.nationaltestingnetwork.com.
Salary Information: $56,259.84

Department Overview: The Bellevue Fire Department is currently staffed by 5 full-time firefighters and 13 part-time firefighters that provide fire and specialized technical responses to the 6.25 square-mile city (population 8,200). The Bellevue City Limits extend into Sandusky, Huron, and Erie Counties. In addition to providing fire protection to the City of Bellevue, the Fire Department’s coverage includes Lyme Township (Huron County), Thompson Township (Seneca County), and York Township (Sandusky County). The department’s total area of coverage is approximately 97 square miles.
In addition to providing fire protection services to the department’s fire district, the department provides other emergency services as well. These include, but are not limited to, auto extrication, hazardous material containment and clean up, carbon monoxide and natural gas investigations, and management of other hazardous conditions. Also, non- emergency public services including fire-safety inspections, public education, and fire prevention. The City of Bellevue and the Fire Departments have mutual aid agreements with all surrounding jurisdictions. The department works a California swing shift, 24 on/24 off/24 on/24 off/24 on/96 off, an average of 53-hour work week.

Vision: Your visual acuity must be at least 20/30 with glasses or contacts, with 180-degree field and have normal color perception.
Necessary Certifications: Ohio Firefighter II and Ohio Certified EMT Basic
Specific Disqualifiers/Behaviors: Felony, Criminal Activity Disqualifiers: Felony level convictions, or be charged or under indictment for any felony level offense. Expunged and sealed criminal records are subject to review by the Fire Division.
Credit for Military: When proper proof of acceptable service in the Armed Forces of the United States, as defined in Section 124.23 of the Ohio Revised Code, is presented to the Commission and such applicant being otherwise eligible has received a passing grade in a regular entrance examination, he or she shall be granted an additional 20% credit of such grade, thereby receiving a final grade of 20% higher in view of the above-mentioned service. Request for the additional credit for military service, together with an honorable discharge or otherwise proof of satisfactory service, shall be submitted to the Commission with the application for the examination. Credit for military service will not be given if the Commission receives the request for such credit after an eligible list for any examination has been established.
Credit for Completion of Professional Programs: When proper proof of completion of a Professional Firefighters Program is presented to the Commission and such applicant being otherwise eligible has received a passing grade on regular entrance examination, he or she shall be granted additional credit of 10% of such grade, thereby receiving a final grade of 10% higher in view of the above-mentioned education. Request for the additional credit for professional training, as mentioned above with proper proof of the education, shall be emailed to the Bellevue Civil Service Commission Secretary. Credit for professional training will not be given if the Commission receives the request for such credit after the eligible list for any examination has been established.
Credit for Part-Time or Volunteer Service: When proper proof of service as a Bellevue part-time firefighter for at least one year is presented to the Commission and such applicant being otherwise eligible has received a passing grade in any regular examination, he or she shall be granted additional credit 10% of such grade, thereby receiving a final grade of
10% higher in view of the above-mentioned service. Request for additional credit for previous service shall be submitted to the Commission with the application for the examination. Credit for previous service will not be given if the Commission receives the request for such credit after an eligible list for any examination has been established.
No person may receive more than a total of 20% credit for the above-mentioned Special Credits. Any combination of credits may be used with proper proof, but a maximum of 20% only will be added to any passing grade for the written exam. Applicants must receive a passing grade of 70% or higher on the Firefighter NTN written examination.
