Job Classification: Police Officer - Entry Level

The Butler Township Police Department is seeking to establish an eligibility list for the position of Entry Level Police Officer. Candidates must take the FrontLine National exam through National Testing Network to be considered further in the hiring process.

The department requires the candidate Public Safety Self Assessments (PSSAs) and Typing Test. You can access the assessments through your candidate account. NTN suggests completing the PSSAs and Typing Test as soon as possible so there is not a delay in your process.

Salary Information: The current starting salary for Police Officer is $69,888 with an established wage scale that increases up to $86,011.

Summary of Benefits for Full-Time Police Officers as of January 2022

Hours of Work: Full-time patrol officers work 8.5 hour shifts, 5 days on, 2 days off, 5 days on, 3 days off. Current shifts are 2130-0600 (first watch), 0530-1400 (second watch), 1330-2200 (third watch).
Sick Leave: Employees accrue 4.6 hours of sick leave per pay period. Employees are entitled to accumulate an unlimited amount of sick leave.
- Wellness Incentive: Employees may earn one (1) additional wellness incentive day for every three (3) months of the year, for not utilizing any sick time in the 3 month period.
Compensatory Time: Employees may elect to receive compensatory (comp) time in lieu of overtime payment. Employees may accrue a maximum of 100 hours of comp time.
Court Time: Employees will be paid a minimum of 3 hours overtime for court appearances on their off time not connected to their shift.
Holidays: The Township observes 11 holidays. All employees earn eight (8) hours of Holiday Pay for each holiday, paid in a lump sum with the first pay period in October of each year. Employees who work a scheduled shift on a holiday will receive compensation at two (2) times their straight hourly base rate of pay for hours worked, in addition to their eight (8) hours of Holiday pay.
Vacation Leave: Full-time employees earn vacation leave according to the schedule below. Vacation leave is accrued at the start of employment; however, an employee is not eligible to use vacation leave until their probationary period has been successfully completed.
- 1-4 years: 85 hours (2 weeks)
- 5-11 years: 127.5 hours (3 weeks)
- 12-19 years: 170 hours (4 weeks)
- 20 or more years: 212.5 hours (5 weeks)
  - Vacation leave can be accrued up to the limits above. Any vacation accrued over the above limits must be used before the employee’s anniversary date. (Example: you earn 85 hours during your first year. By your 2^nd anniversary date, you have to have used the 85 hours you earned during your first year.)
- Personal Absence (PA) Days: After completing 1 year of service, all employees are entitled to 3 personal days each calendar year.
- Health & Life Insurance: The Township provides health insurance coverage and benefits as provided to all other township employees. Employees are responsible to pay 15 % of the premium cost of coverage. Dental and Vision are included. The Township provides a group term life insurance policy for each employee that equals one time your annual salary to a maximum of $120,000.
- Uniforms/Equipment: The Township provides all uniforms, duty gear, bullet resistant vest, and a firearm.

The Butler Township Police Department is a progressive department, certified by the Ohio Collaborative, offering continued professional training and exceptional working conditions. In addition to the issued uniforms, the Township provides external load-bearing vests, and permits officers to wear facial hair and display non-offensive tattoos.

Opportunities for advancement include detective positions, task force investigation assignments, crash investigation, evidence technician, and supervisory positions. Scope of Selection Process

National Testing Network Law Enforcement Written Exam
Only those applicants with a passing score will continue in the next phase of the selection process.
Oral Interview(s) Panel
Applicants will participate in a structured oral panel interview and then ranked. The panel will generally consist of members of the Butler Township Police Department. In addition to police department personnel, the panel may consist of other township administrative staff, local citizens, or school and community leaders.
Background Investigation
A thorough background investigation will be completed on each candidate advancing to this phase of the process. The purpose of the background investigation and record check is to assist the township in reaching a determination regarding each candidate’s suitability for employment. Each candidate must complete a Background Investigation Questionnaire and sign a release authorizing the department to obtain personal, legal, civil, work, credit history, or other information deemed pertinent to the background investigation. Each candidate will submit fingerprints for state and federal screening. The background investigation consists of , but is not necessarily limited to, the following:

Verification of the candidate’s credentials, education, achievements, past and present employment, age, residence, citizenship, and driver’s license;
Interviews with past and present employers, neighbors, school officials, and personal references;
A review of each candidate’s history (i.e. criminal, civil, traffic, family, military, gambling, and substance abuse);

The township may use the findings, in combination with the results of the other phases of the process, to determine whether a candidate should be disqualified from the process or should be given further consideration.

Computer Voice Stress Analysis (CVSA)
A trained and certified CVSA examiner will administer a CVSA examination to those candidates advancing to the phase of this process. The results of the CVSA examination will not be a single determination of employment status; however, any finding of deception to relevant questions during any part of the CVSA examination may eliminate the candidate from further consideration.

Physical/Medical Exam/Pre-Employment Drug Screen
Each candidate that is offered a conditional offer of employment shall complete a thorough physical/medical examination. The examination is to ensure a candidate possesses the general health status necessary to perform the essential job functions of a police officer and that no medical condition exists that would pose a direct threat to the health or safety of the candidate or others.

Each candidate that is offered a conditional offer of employment shall complete a pre-employment drug screen.

Psychological Exam
A qualified psychological or psychiatric professional will conduct a complete and thorough psychological evaluation. Each candidate will be administered a variety of psychological tests and participate in a variety of procedures and exercises, the purpose of which will be to identify a variety of personality, emotional, and psychological characteristics, traits, qualities, attributes and tendencies. Candidates who possess identifiable personality, emotional, and psychological characteristics, traits, qualities, attributes or tendencies which in the judgment of the consulting psychological or psychiatric professional reflect a significant potential for unacceptable or undesirable performance of the essential function of the job or would pose a direct threat to the candidate’s own health or safety or that of others, will not be considered for employment.

Disqualifiers:
Applicants are not eligible for employment consideration unless they meet high standards. Certain events may be grounds for disqualification. Applicants should not construe this list as the only reasons for disqualification. The majority of this list pertains to adult actions and not juvenile.

Disqualifying Criminal Conduct:

Felonies: Any applicant convicted as an adult in court of a felony or attempted felony, conspiracy or solicitation of a felony, including but not limited to: treason, murder, voluntary manslaughter, rape, robbery, arson, burglary, kidnapping, and/or any other felony that involves physical force, the threat of physical force or crimes of dishonesty will be disqualified.
Misdemeanors: Any applicant convicted as an adult of a misdemeanor offense in court within seven (7) years of the date of application may be disqualified. Any applicant convicted as an adult of two (2) or more misdemeanors may be disqualified.
Drugs (excluding marijuana): Any applicant that has made use of a prohibited substance or abuse of a controlled substance may be disqualified. Any applicant convicted as an adult in court for possession and/or sale of narcotics, dangerous drugs, or hallucinogens or any other controlled substance or drug of abuse that relates to job performance or an attempt, conspiracy or solicitation to commit such a criminal act will be disqualified.
Marijuana: Any applicant convicted as an adult in court for the possession of marijuana, the sale of marijuana, or an attempt, conspiracy, or solicitation to commit such a criminal act may be disqualified.
Any applicant admitting to using illegal drugs of any type during academy training or the selection process may be disqualified.
Sex Offenses and Acts of Violence: Any applicant convicted in court of a sex offense as defined in Chapter 2907 of the Ohio Revised Code, or an offense of causing or threatening to cause bodily harm as defined in Chapter 2903 of the Ohio Revised Code, or an attempt, conspiracy or solicitation to commit such a criminal act may be disqualified.
Guns, Concealed Weapons, and Dangerous Ordnance: Any applicant convicted as an adult in court for violating or attempting to violate any gun control ordinance, carrying any concealed weapon, or possession of any dangerous ordnance may be disqualified.
Traffic Offenses: Any applicant convicted as an adult in court in the last five (5) years for any of the following may be disqualified:
- Driving while impaired by drugs or alcohol
- Vehicular homicide
- Leaving the scene of an accident
- Reckless operation of a motor vehicle
- Revocation or suspension of driving privileges on two (2) or more occasions
- Revocation or suspension during applicant process
Any applicant with six (6) or more points on their current record may be disqualified.
Any applicant without a valid Ohio driver’s license will not be eligible for appointment as a sworn employee.
Any applicant who has paid or accepted a bribe or favor to cover or hide any criminal offense, acted in any manner to prevent discovery and/or apprehension of any criminal by any duly constituted law enforcement agency, or was involved in any plan or attempt to accomplish any of the above may be disqualified.

Disqualifying Employment-Related Conduct:

Any applicant discharged within five (5) years of the date of application from previous employment for insubordination, serious misconduct on the job, unexcused absenteeism, or tardiness may be disqualified.
Any applicant suspended, reprimanded, or disciplined by previous employers within the past five (5) years for insubordination, misconduct on the job, unexcused absenteeism, tardiness, inefficiency, or neglect of duty may be disqualified.
Any applicant released from or having admitted to pilferage or thefts of cash, goods, or services from previous employment may be disqualified.
Any applicant disciplined internally by any employer for lying may be disqualified.

Miscellaneous Disqualifying Conduct:

Any applicant failing to obey or honor any court ordered judgments including, but not limited to: Alimony or support payments or having failed to pay any fine imposed by a court of record may be disqualified.
Any applicant receiving other than an honorable discharge from any of the United States military services for reasons that are job related may be disqualified.
Any applicant who has made intentional false alarm to any government agency may be disqualified.
Any applicant who is currently a member of any organization that advocates crime or the violent overthrow of the United States government will be disqualified.
Any applicant who admits to a current pattern of alcohol, drug abuse, or illegal gambling within the past two (2) years will be disqualified (i.e., conduct that is predictable, repetitive, or a continuing activity.)
Any applicant who has made false statements or purposely omitted information on the application or during the selection process will be disqualified.
