Class Summary
The primary function of an employee in this class is to protect the life and property within the City of Chandler and the surrounding communities. This includes responding to and mitigating emergency and non-emergency incidents. These incidents include house and building fires, technical rescue, hazardous material response, emergency medical services, welfare and well-being of the community and to promote and maintain public safety within the City of Chandler Fire Department's response area. This position also participates in fire prevention and inspection activities, equipment and quarterly maintenance and training in fire suppression, prevention, inspection, rescue, and emergency operations. An employee in this classification may be assigned to perform other related duties. This position is required to work back-to-back 24-hour shifts, holidays, weekends and rotating shifts as required.

Essential Functions
1. Responds to fire alarms and extinguishes fire;
2. Responds to calls for emergency medical services and renders medical care following the Arizona Scope of Practice appropriate to their Emergency Medical Care Technician (EMCT) certification level;
3. Performs salvage operations such as throwing salvage covers, sweeping water and removing debris;
4. Responds to and renders assistance in emergency cases;
5. Cleans and inspects equipment and apparatus;
6. Inspects equipment and apparatus and notifies superior officer of any deficiencies;
7. Makes minor repairs to equipment and apparatus, performs routine preventative maintenance tasks and keeps records of such actions;
8. Keeps fire station, equipment, and grounds in a clean and orderly condition;
9. Participates in training activities and instruction sessions;
10. Acquires and retains a thorough knowledge of the City, including streets, buildings, water supply, unusual hazards, and related items;
11. Performs various public information or education tasks;
12. Enters inspection, training, and fire and emergency medical calls into the records management systems and electronic patient care reporting system;
13. May respond to emergency calls for specialized service such as hazardous materials, confined spaces rescue, extrication, and technical rescues that include high angle, below grade, swift water, trench, and collapse rescues;
14. May respond to non-emergency calls for infant car seat installations, aggressive bee complaints, fire prevention demos, low acuity incidents, community paramedic responsibilities, etc.
15. Deals with social service-related areas of emergency response by assisting victims and relatives of victims of traumatic events.
Knowledge, Skills & Abilities
Knowledge of:
1. The geography of the City of Chandler and surrounding areas, (or the ability to quickly learn this information), including the streets system, hydrant locations, the layout and location of public utilities, and potentially hazardous materials or substances;
2. Specialized fire fighting vehicles and equipment;
3. Current strategies for all types of firefighting such as wild-land, commercial, residential, airport, flammable and combustible liquids, vehicle, etc.;
4. Emergency Medical Technician (EMT/Paramedic) skills and related medical equipment;
5. Basic mathematical and science skills;
6. Fire inspections;
7. Records management, communications equipment and use, fire computer applications and incident reporting procedures;
8. Federal and State OSHA regulations and City policies regarding safe work practices.
Ability to:
1. Follow written and oral instructions;
2. Make determinations as to the best course of action for fighting fires or responding to other related emergency situations;
3. Work under extremely stressful situations, day and night, which result from fire and other emergencies, including the responsibility of remaining calm and carrying out all duties with the recognition of the threat to life and property;
4. Read system maps and diagrams and technical and operational manuals;
5. Work back-to-back 24 hours shifts, including holidays, weekends and rotating shifts;
6. Successfully meet the Chandler Fire Department's requirements and pass entry exams;
7. Use appropriate Personal Protection Equipment (PPE), including a self-contained breathing apparatus (SCBA) while performing tasks in environments that may be immediately dangerous to life and health;
8. Work within a command structure requiring strict adherence to the following of orders;
9. Work in a team environment under extremely stressful situations;
10. Quickly learn and put to use new skills and knowledge brought about by rapidly changing information and/or technology;
11. Learn and correctly apply routine division and department policies and procedures;
12. Read, comprehend and follow simple oral and written instructions; and understand and apply available guidelines to varied operational requirements;
13. Perform a wide variety of duties and responsibilities with accuracy and speed under the pressure of time- sensitive deadlines;
14. Demonstrate integrity, ingenuity and inventiveness in the performance of assigned tasks;
15. Operate a personal computer and related software and demonstrate proficiency to complete documents, spreadsheets, email, timesheets, patient treatment and management reports;
16. Obtain and maintain Firefighter I and II Certifications;
17. Obtain and maintain Hazardous Materials First Responder Certification;
18. Communicate effectively, both orally and in writing, with the public and other employees.
Supervision
Work is performed under the direct supervision of a Fire Captain. Work may be performed autonomously with oversight from a Fire Captain and/or Battalion Chief. This position does not supervise others.
Minimum Qualifications
A High school diploma or GED equivalency at time of application; and must be at least eighteen (18) years of age at the time of application; and current (within twelve (12) months prior to hire date) Candidate Physical Abilities Test (CPAT) Certification (proof will be required at time of conditional offer); and ability to obtain and maintain State of Arizona Emergency Medical Technician (EMT) Certification prior to graduation from the Fire Academy; or proof of current State of Arizona EMT Certification prior to graduation from the Fire Academy; and ability to obtain and maintain the Firefighter I & II Certifications prior to graduation from the Fire Academy; and must meet the qualifications to wear a tight-fitting respirator by passing a medical evaluation test in accordance with CFR 1910.134 by hire date and must maintain certification; and must meet and maintain the National Fire Protection Association standard 1582 Chapter 5.1 Essential Job Tasks; valid Arizona Driver's License with acceptable driving record; or any equivalent combination of experience and training which provides the knowledge and abilities necessary to perform the work.
Physical Demands & Work Environment With or Without Reasonable Accommodation
The primary duties of this class are performed in a work environment in which the employee is subject to potential personal danger that may include working in adverse weather conditions, vehicular traffic, confined spaces, considerable heights, with exposure to extreme heat, hazardous materials, insects and gases. This position requires:
Sufficient clarity of speech and hearing and other communication capabilities which permits the employee to communicate effectively, including during emergency situations which may involve a high degree of noise; Sufficient vision and other powers of observation which permits the employee to effectively operate at a fire or related emergency scene;
Sufficient manual dexterity which permits the employee to operate equipment used in fire fighting; Sufficient strength to lift and carry objects up to 180 pounds for varying distances;
Sufficient personal mobility, stamina, flexibility, and balance and physical reflexes which permits the employee to perform all duties involved in protecting life and property that require standing, sitting, walking, lifting, carrying, pushing/pulling, reaching, fine dexterity, bending, stooping, kneeling, stretching, crouching, crawling,
and other physical exertions including climbing ladders 100 feet or higher on buildings roofs and towers in an outdoor environment, frequently in high temperatures;
Sufficient ability to endure prolonged exposure to arid desert conditions i.e. prolonged sun and heat exposure during summer months.
