Position Title: Police Officer
The City of Twinsburg is currently hiring for the position of Police Officer. All candidates are required to complete and pass the Frontline National Law Enforcement exam, administered through the National Testing Network (NTN), to be considered for the position.
Twinsburg Police Officers work under general supervision. Police Officers are responsible for serving and protecting the community by performing crime prevention, criminal investigations, and law enforcement activities; and perform related duties as required.
Department Overview: The Twinsburg Police Department consists of approximately 34 Police Officers who are active in many facets of policing and are progressive in seeking the latest in technology and training to complete our mission of serving our community. Twinsburg Police Officers are from all different backgrounds and serve in a variety of roles. Opportunities include assignments in the Detective Bureau, K-9 operations, Community Services Unit, SWAT, Crime Scene Investigations, Federal Task Forces, Accident Investigations Unit, & more! Promotional exams are conducted as positions are vacated.
2024 wages:
Wages are set forth in the collective bargaining agreement between the City of Twinsburg and the Ohio Patrolmen’s Benevolent Association (OPBA) – Patrol unit.
Step 1 (OPOTA certified, field training rate): $29.47/hour up to Step 5 (72+ months after completion of field training) $43.75/hour.
Officers may earn additional pay for serving as Officer in Charge, Field Training Officer or instructor or for assignments in the Detective Bureau or with the U.S. Marshals or SWAT.
Work hours:
During a 14 day period, Officers assigned to the Patrol Division work six 12 hour shifts and one 8 hour shift.
Summary of Benefits (based upon current collective bargaining agreement):
· Holidays – 13 per year
· Personal leave – 16 hours per year, available after 6 months of employment
· Vacation
1 year of service = 80 hours
5+ years of service = 120 hours
10+ years of service = 160 hours
20+ years of service = 200 hours
· Paid Sick leave
· Uniforms - $1500 annually after completion of one year of service
· Training - $1,500.00 annually
· Education reimbursement- up to $4,000 per calendar year
· Shift Differential – for working between 7 p.m. and 7 a.m., an additional $3.50/hour
· Longevity
· Health care – PPO or HSA medical plan
· Dental and Vision
· Life insurance: $75,000
· Wellness program, including Twinsburg Fitness Center membership and outdoor pool membership for employee and family.
Minimum Requirements:
· High School diploma or general education degree (GED).
· Must be able to successfully complete the Law Enforcement Officer Training Program as prescribed by the Ohio Peace Officer Training Academy and maintain OPOTA certification.
· Must successfully complete training required by the department.
· Must meet the requirements established by the Twinsburg Civil Service Commission and the Ohio Revised Code.
· Must be at least twenty-one (21) years of age at the time of appointment.
· Must meet annual qualification standards for firearm use and possession.
· Must possess a valid State of Ohio driver’s license with an acceptable driving record.
· Must be able to communicate effectively.
· Must be able to operate and ride in emergency vehicles using lights and sirens.
· Must be a citizen of the United States or be eligible to work in the U.S.
Selection Process:
Candidates must receive a passing score of at least 70% on all portions of the NTN examination to continue in the selection process.
In addition to taking the examination, candidates must also apply at www.mytwinsburg.com. Failure to submit an application will result in the candidate not moving forward in the hiring process.
Additional Credit: An applicant participating in the competitive examination, who obtains a passing grade on the examination, shall receive the following additional credits up to fifteen (15%) percent of their raw score:
Lateral Candidates: Interested candidates who are currently OPOTA certified and have been employed by a law enforcement agency in good standing for a year or more do not have to take the examination. Hiring Process: Candidates who receive a passing score of 70% on all sections of the Frontline National Law Enforcement exam must also pass the following:
· Panel Interview
· Background Check
· Physical Agility Exam
Hiring decisions will be based on the Civil Service Eligibility list.
Candidates who receive a conditional job offer will be subject to:
· Medical exam as required by the Ohio Police and Fire Pension Fund;
· Psychological exam;
· Drug testing, including marijuana.
Disqualifiers:
* Please note that these are not exhaustive lists of all of the instances that could disqualify a potential Police Officer candidate.
The following automatically disqualify an applicant from consideration for employment as a Police Officer:
· Application not filed or filed after the final filing date and time;
· Applicant has been removed for just cause from any position in the employ of the City;
· The application contains false statements regarding any facts, or reveals attempted fraud or deception;
· Currently under indictment, has pleaded guilty to, or been convicted of a felony;
· Inability to hold OPOTA peace officer certification for any reason;
· Any conviction that results in the inability to lawful carry or possess a firearm;
· Does not possess a valid driver’s license at the time of application and/or at any time in the selection process;
· Six or more points on driving record at the time of certification and appointment;
· Dishonorable discharge from military service;
· Conviction of any article of the Uniform Code of Military Justice that would be equivalent to a felony under the Ohio Revised Code;
· Conviction of any crime of domestic violence involving use of force or threatened use of a deadly weapon or sexually oriented offense convictions;
· Applicant is unable to perform the essential functions of the position, with or without a reasonable accommodation;
· Failure to notify the Department of Human Resources of changes in address or contact information in a timely manner;
· Disapproval for LEADS access by a the OSHP LEADS administrator;
· Not eligible to work in the U.S.;
· Failure to timely submit a personal history questionnaire (PHQ);
· Does not possess a high school diploma or certificate of high school equivalency;
· Any use or purchase of any drug of abuse (except marijuana) within two (2) years prior to application. Drugs of abuse include chemical agents/solvent-based substances and prescription drugs taken for reason other than the intended use, in more than one incident and without prescription, especially Schedule I, II and III drugs. “Purchase” includes the pooling of resources or money by the applicant and others for substances for their own use;
· Any use of marijuana after the application date;
· Intentional violation of any active Temporary Protective Order or Civil Protection Order as determined by law.
Applicants may be disqualified based on the results of their background investigation, which may include:
· Failure or refusal to answer or respond to oral or written questions during any phase of the selection process;
· Discharge or resignation in lieu of discipline from any criminal justice employment;
· Poor driving record;
· Poor work history;
· History of deceptive behavior.
