Position Title: Full Time Patrol Officer

The Port Clinton Police Department is currently establishing a Patrol Officer hiring list All candidates must take the Frontline National exam through National Testing Network prior to August 22nd, 2022 to be considered for the first round of hiring.

The department requires the candidate PHQ and PSSA. You can access the questionnaires through your candidate account. NTN suggests completing the PHQ and PSSA as soon as possible so there is not a delay in your process.

Salary Information:

· Starting pay with 5 years’ experience $32.86/hour

· Starting Pay with 2 years’ experience over @29.79/ hour

· Start with Vacation Time and Health Insurance on Day 1

Department Overview: Port Clinton is a growing city on the shores of Lake Erie. Port Clinton Police Department has many opportunities including: Marine Patrol Unit, Special Response Team, K9 Program, Detective Bureau, School Resource Officers and a Drone Program. Various special assignments including festivals, parades, Jet Express security and school sporting events all at overtime pay.

Area Information: Port Clinton is in Ottawa County Ohio on the shores of Lake Erie. Port Clinton is known as Walleye Fishing Capital of the world.

Population: 6,000 in winter months, large increase in summer months with summer homes and tourism.

Job Requirements

Age:
Must be twenty-one (21) years of age and under (35) years of age at the time of employment.

Citizenship Required:
Must be a legal United States Citizen, and not have been convicted of a felony or domestic violence charge in any state or federal court.

High School Grad / GED:
High school graduate or GED required

Driver's License:
Must possess a valid Ohio driver's license and be insurable under the City's insurance policy at the time of appointment.

Academy Certification:
Ohio Peace Officer Training Academy certification.

Prior Experience:
Those experienced applicants fitting the criteria of new employees with five (5) years' patrol experience with another law enforcement agency, who are certified through the Ohio Peace Officer Training Academy and have had no break in service shall start at Step Two (2) of the classification they are employed in.

Necessary Certifications:
Ohio Peace Officer Training Academy certification at time of appointment.

Additional Requirements:
Must be of good moral character with no felony convictions. Previous work history must indicate dependability, the ability to get along with people and exercise good judgement.

Hiring Process:

The selection process will include written, oral, and physical testing. The background investigation includes reference checks, interviews and a truth verification examination (if applicable). Medical and psychological examinations are required prior to appointment. All applicants will be screened for drug use prior to employment. The complete selection process typically takes approximately ninety (90) days.
Applicants who receive a passing grade of 70% on the written examination will receive additional credit for the following:

20% for military veterans with an honorable discharge
10% for current reserve police officers of the City of Port Clinton

Physical Exam:

Run twenty (20) feet and surmount the six (6) foot fence
- (maximum of three (3) attempts)
Run the course (a distance of ¼ mile)
Surmount the four (4) foot fence
- (five (5) second penalty for failure to clear)
Move a one-hundred and sixty-five (165) pound drag sled a distance of fifty (50) feet
Pick up the inert weapon, extend your arm so that the barrel protrudes through the eight (8)" diameter ring and dry fire a total of twenty-one (21) times with the dominant hand without touching the ring. Now, place the weapon in the weak hand and dry fire a total of six (6) times.
- Failure to pull the trigger a total of twenty-one (21) times with the dominant hand or six (6) times with the weak hand constitutes failure; a five (5) second penalty is assessed each time the barrel touches the ring

Note: Time is continuous from start to finish and the test must be completed in a time of three (3) minutes and forty-five (45) seconds.

Failure to surmount the six (6) foot fence after three (3) attempts represents a failure on the test.
You are encouraged to wear comfortable clothes or gym clothes and tennis shoes for the physical examination.

QUALIFICATIONS:
Completion of secondary education or equivalent; must be twenty-one (21) years of age; must be a citizen of the United States.
LICENSE OR CERTIFICATION REQUIREMENTS: Must obtain and maintain certification as a Police Officer in the State of Ohio; must obtain and maintain City of Port Clinton Police certification; must possess a valid Ohio driver's license.

MINIMUM ACCEPTABLE CHARACTERISTICS:

KNOWLEDGE OF: LEADS computer operations; geographic layout of jurisdiction; safety practices and procedures; department policies and procedures;* traffic laws; investigation techniques; arrest procedures; law enforcement procedures and methods; techniques of collection and preservation of evidence.

ESSENTIAL FUNCTIONS OF THE POSITION:
Patrols assigned area(s) to aid in preventing crime and to enforce local, state, and federal laws and regulations; observes, reports, and/or acts on conditions conducive to crime and/or danger (e.g., assists citizens, checks buildings, responds to alarms, answers complaints, checks on suspicious persons and/or vehicles, makes arrests, transports prisoners, administers first aid, makes referrals to other agencies, etc.); operates police radio and communications equipment to transmit or receive information concerning suspects, motor vehicles, incidents, arrests, complaints etc.; prepares and maintains a variety of reports and records (e.g., arrests, property impoundments, property damage, use of force, daily activities, etc.); appears in court and testifies as necessary. Handles and enforces traffic laws (e.g., issues traffic citations, operated radar, makes arrests, etc.); responds to and investigates traffic accidents (e.g., assists victims, cites drivers at fault, collects evidence, interviews involved persons and witnesses, tee.); provides traffic control as necessary (e.g., special events, signal outages, etc.); performs escort duties (e.g., funerals, parades, etc.); works with other departments requiring assistance to indents and /or emergency situations (e.g., fire department, EMS, sheriffs office, etc.) as requested; investigates crimes not handled by detectives and/or initiates investigations for detectives; gathers, identifies, and processes evidence as needed; compiles and forwards information and/or documentation to related investigation to officer in charge according to established department procedures; serves warrants, complaints, and summons on behalf of the courts; performs or assists in specialized areas of law enforcement (e.g., receiving, searching, booking, fingerprinting, photographing, BAC testing, supervising prisoners, etc.); maintains and services vehicle and equipment; remains informed of disaster plans, weather alerts, etc. Works harbor Patrol Attends staff meetings, training sessions, and certification programs as required; may assist in training new officers.
