The Clatskanie Fire and Scappoose Fire Civil Service Commission is establishing a hiring list for current and anticipated Firefighter / Paramedic vacancies in 2023-2024. Firefighter / Paramedic Candidates and Lateral Firefighter / Paramedics Candidates are encouraged to apply.
Firefighter and Paramedic Candidates
Applicants must take the FireTEAM written examination and CPAT**in accordance with schedules established by the National Testing Network (www.nationaltestingnetwork.com). Candidates are also required to complete the Personal History Questionnaire (PHQ, accessed through the candidates NTN account), along with the Non weighted Public Safety Self- Assessment portion. (PSSA, accessed through the candidates NTN account).Those candidates who have met the above criteria will be considered by the Clatskanie Fire and Scappoose Fire Civil Service Commission for additional testing. The Fire Districts
About the Districts: The participating districts of CFD & SRFD Civil Service Commission are combination career/volunteer departments located in Columbia County and provide ALS transport service for their communities. The county borders the Columbia River and Clatsop, Washington, and Multnomah counties. The area has unlimited water recreation possibilities (i.e. wind surfing, fishing, water skiing, boating, and sailing) and is in close proximity to the Portland metro area. The Pacific Ocean is just about an hour to the west and the hiking and skiing areas of Mt. Hood are about two hours to the east. Columbia County is rural and heavily wooded for good hiking, camping, and hunting or just enjoying the great outdoors. Columbia County is an exceptional place to live and raise a family.
Fire District Demographics:
Together we are establishing an eligibility list for the position of Firefighter/Paramedic. We are seeking highly qualified and dedicated individuals to join us in providing quality, professional emergency services.Appointments are for positions in the civil service system and will be made upon merit, efficiency, and fitness - which shall be ascertained by testing, examination, and investigation of qualified personnel.
Job Descriptors
Type of Work: Protection of life and property, fire control and suppression, fire prevention duties, maintenance of fire department facilities and equipment, provide Advanced Life Support emergency medical care, transport patients by ambulance and other duties as assigned.
Essential Requirements: Candidates must have the ability to learn and use firefighting techniques, to learn and implement the proper use of firefighting apparatus, to learn and use medical aid techniques, to work harmoniously with other employees and to understand and follow oral and written instructions and work as a team member.Candidates must be able to perform the essential duties of the position, with or without reasonable accommodation, including but not limited to the use of hand tools, the ability to climb ladders, handling hose, lifting heavy objects and to do prolonged and arduous work under adverse conditions.
Salary (as of 7/1/2023):Clatskanie Rural Fire: $7,196 (Entry) - $8,333 (Top Step) per month Scappoose Rural Fire: $7,123 (Entry) - $8,687 (Top Step) per month

Employment Qualifications
Applicants must pass a post-offer, pre-hire medical examination and drug screen. All new employees must not use tobacco products during work hours.

Exceptions to the Paramedic Qualifications: A Nationally Registered Emergency Medical Technician-Paramedic (NREMT-P) may test but must obtain an Oregon State Provisional certification before employment, and must pass the first available Oregon State Paramedic test to continue employment. Qualified Fire District volunteers or Paramedic students may test and apply prior to receiving the required Paramedic certification, providing other eligibility conditions have been met. Fire District Volunteers or Paramedic students will not be eligible for employment consideration until they have provided the necessary Paramedic certification to the Chief Examiner.

Successful applicants shall be on probation for a period of one year, be insurable through the district insurance carrier, and be able to work under our physician advisors’ requirements.
Lateral Firefighter / Paramedic positions Clatskanie and Scappoose Fire Districts.
Clatskanie and Scappoose Fire Districts are looking for lateral applicants to fill the position(s) of Full-Time Firefighter/Paramedic at the respected Fire Departments. Applicants must have a minimum of 2 years’ current employment as a Fire Fighter/Paramedic, State of Oregon Paramedic License, National Fire Protection Association Firefighter I, National Fire Protection Association Driver, valid driver’s license, and Advanced Cardiac Life Support certification.
If selected, qualifying lateral applicants as per union contract will receive salary, benefits, and vacation accrual depending on the candidate's prior years of service up to a total of step 3. (Total of three years past Firefighter / Paramedic acceptable experience.)
Supervision Received and Exercised:
Firefighters work under the general supervision of a shift supervisor. Supervision is not a typical function assigned to this position. Fire Fighters may provide training and orientation to newly assigned personnel on department policies and practices.
Duties and Responsibilities:

Physical Demands and Working Conditions:While performing the duties of this position, the employee is frequently required to stand, kneel, sit, communicate, and reach and manipulate objects, tools, or controls. The position requires mobility and the ability to operate firefighting, rescue, and EMS equipment. Duties involve moving materials weighing up to 30 pounds on a regular basis and will require moving adult individuals, fire hoses, and fire/rescue equipment which will weight over 100 pounds more than once per day. Manual dexterity and coordination are required over 50% of the work period while operating equipment such as motor vehicles, and emergency medical, fire suppression, and rescue equipment, etc. Most work occurs under usual fire station/indoor working conditions. Approximately 40% of the work period is at medical/fire/rescue sites or training sites with exposure to fire, smoke, and typical hazards and noise levels associated with medical/fire/rescue service. The noise level in the fire station is higher than typical of most office environments, however, does not require hearing protection. Position will be assigned to 48 hours on duty followed by 96 hours off duty. Position is required to stay at the station for the 48-hour period on duty.
