COMMUNITY PARAMEDIC

SUMMARY DESCRIPTION
Under the direction of the Fire Marshal, this employee independently performs Mobile Integrated Healthcare (MIH) programs in the community as needed. Responsibilities include but are not limited to expanding access to non-urgent health care through in-home patient visits and community-based services and providing outreach education. This position will work to enhance public health and safety by providing alternatives to emergency services for persons with non emergent needs to decompress the ambulance and hospital services. This position must be capable of providing emergency medical care at the paramedic level while also assisting patients with non-emergent referrals and medical needs. Delivers safety programs on fall prevention, alcohol and substance abuse prevention, and response.
REPRESENTATIVE DUTIESThe following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.1. Provide Mobile Integrated Healthcare in the less acute and non-emergent arena.
2. Enhance public health and safety by providing alternatives to emergency services for persons with non-emergent needs.3. Provide emergency medical care at the Paramedic level while also assisting patients with nonemergent referrals and medical needs; standard services will include: assessment (vital signs, blood pressure, labs such as glucose levels, diagnostic cardiac monitoring, medication compliance and reconciliation, adherence to discharge instructions, etc.), treatment (wound care, medication administration, postoperative follow-up, etc.), prevention (immunizations, home safety check, health education, etc.), and referral (mental health, medical and social services, etc.). Thereby producing better health outcomes and reducing the number of ambulance transports, visits to the emergency department, and hospital readmissions.4. Care for vulnerable community members in the home or other community settings.5. Work closely with the Ketchikan Fire Department Sponsoring Physician, the patient’s primary Care Providers, and the Assistant Chief of Community Risk Reduction in determining the patient’s medical care and needs direction.6. Work closely with the Fire Marshal on challenging and less complicated calls independently.7. Responds to Behavior health emergencies.8. Responds to Emergencies as necessary; performs duties at an emergency scene to assist in suppressing or controlling fires, emergency medical responses, or other critical incidents.9. Performs related duties as required.QUALIFICATIONSThe following generally describes the knowledge and ability required to enter the job and/or be learned within a short period of time in order to successfully perform the assigned duties.
Knowledge of:Mathematical concepts and principles.Basic record keeping principles and practices.Pertinent federal, state, and local laws, codes, and regulations.Geography and street layout of the City and surrounding area.Methods and techniques of public relations.Modern office equipment and computers, including applicable software applications.Basic principles and practices of municipal budget preparation and administration.
Ability to:Interpret, apply, and make decisions by applicable federal, state, and local policies, laws, and regulations.Collect, analyze, and evaluate data and prepare reports and recommendations.Prepare and present professional fire safety presentations to civic organizations.Retain the presence of mind and act quickly and calmly in emergencies.Meet the physical requirements necessary to safely and effectively perform the assigned duties.Operate modern office equipment and computers, including applicable software applications.Effectively present information and respond to questions from other staff and the general public.Communicate clearly and concisely, both orally and in writing.Establish and maintain effective working relationships with those contacted during work.Education and Experience Guidelines - Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:Education/Training:Equivalent to the completion of the twelfth grade supplemented by specialized training in medicine or a related field including advanced medical patient care training.Experience:Three years of experience in the delivery of emergency medical patient care in a pre-hospital setting at the Paramedic level.License or Certificate:License as a State of Alaska Mobile Intensive Care Paramedic OR;Certification with the National Registry of Emergency Medical Technicians as a Paramedic.Possessing an appropriate, valid driver’s license and evidence of a good driving record upon hire.Completion of Community Paramedic training within one year of employment.PHYSICAL DEMANDS AND WORKING ENVIRONMENTThe conditions herein are representative of those that must be met by an employee to successfully perform the essential functions of this job.
