It is a critical requirement of this position that the incumbent has the desire and the ability to perform and behave (on duty as well as off duty) in a manner that does not cause damage or endanger the loss of trust and credibility with the public, the court systems, co-workers or other law enforcement and public safety agencies.
The incumbent performs law enforcement duties and non-law enforcement duties directly related to public safety and service. These duties include but are not limited to: promoting and maintaining public image, responding to calls for service of a non-enforcement nature, preventing, detecting and investigating crime, enforcing violations of criminal and traffic statutes, serving criminal warrants and providing protection services.
The incumbent must have the competency, initiative and willingness to work a majority of assigned hours without direct supervision. He or she must have a cognitive ability and desire to understand and interpret organizational rules, policies and practices in a manner that solves problems while at the same time promotes this organization’s public image and mission.
Because the majority of duties in this position are preventive and peacekeeping in nature, the incumbent, when not responding to calls for service or on assigned duties, must be willing to self-initiate public relations and preventative enforcement to work in those areas designated by management as priorities for this job. This means, in many instances, the incumbent must be able and willing to know what to do before having to be told what to do.
The incumbent must also be able to interact comfortably, lawfully, efficiently and often quickly with a wide variety and diversity of citizens and citizen’s groups who may have a multiplicity of problems and have need for enforcement and safety related services.
Duties are frequently performed under a variety of known and unknown working conditions. Calls for service are often repetitive and sedentary in nature, punctuated with diversity. Sudden changes in service demands tax the extremes of the incumbent’s physical and mental resources. For these reasons, it is imperative that the incumbent poses and maintain a physical and mental condition which will enable him or her to perform the expected duties and tasks of this job.
Personal and public safety consciousness, knowledge of and strict adherence to the observation of the civil liberties of all persons and citizens, the ability and desire to demonstrate competent performance without direct supervision and the desire and ability to promote and project a positive public image are critical requirements of this position.
The incumbent reports directly to a first-line supervisor.

Salary for a Police Recruit is $22.50 per hour. Upon successful completion of the OPOTA curriculum, graduation from the Police Academy, and successfully passing the Ohio Peace Officer Certification Exam, a Police Recruit will be promoted to Police Officer.
Current Police Officer salary schedule provides $60,382 during the first year of service, $63,877 after one year service, $67,288 after two years of service, $70,762 after three years of service, $74,214 after four years of service, $77,771 after five years of service, and $81,266 after six years of service in the position of officer.
Benefits currently include
Pension at age 52 and after 25 years of service, eligibility for enrollment in Deferred Compensation Plan, Group Accident and Life Insurance and coverage in medical, vision, dental and hospitalization plan.

TESTING PROCEDURES AND QUALIFICATION PROCESS – ELIGIBILITY LIST
The selection process for appointing probationary police officers to the Bellbrook Police Department has a maximum of 10 progressive steps. The applicant’s status as Certified or Non-Certified will determine which steps he/she will be required to complete.

Each completed application packet, including all associated documentation, will be reviewed for eligibility, qualifications, accuracy, and thoroughness. Any applicant packet that does not contain the above-mentioned items or is incomplete may be rejected. The candidate will also be pre-screened for any possible disqualifiers as listed below. Any occurrences or incidents may result in disqualification from the process.
Written Examination
The Bellbrook Police Department offers full testing services for the position of Police Officer through National Testing Network (NTN). The testing process will remain open until further notice and at the discretion of the Chief of Police.
Physical Fitness Assessment
*Only Non-Certified Applicants are required to take the Physical Fitness Assessment*
Non-Certified applicants who pass the written examination will be invited to attend a physical fitness assessment consisting of push-ups, sit-ups, and a 1.5 mile run as required by the Ohio Peace Officer Training Commission. Passing benchmarks will be the 30% level of the Cooper Standards based on the applicant’s age and sex.
This test is pass/fail and does not contribute to the overall ranking list. The date/time/location for the test will be determined
Structured Oral Interview
The interview panel will interview all certified applicants with more than one year of service as a full-time law enforcement officer and non-certified applicants who pass the written and Physical Fitness tests. The interview will take place at the Bellbrook Police Department (Date and Time – To Be Determined). The interview will cover areas that include but are not limited to decision making, interpersonal skills, administrative skills, motivation and initiative. This interview has a maximum score of 100%. Applicants must obtain a minimum score of 70% to pass this interview. Applicants who get a 69% or below will not be eligible for reconsideration for one year. At the conclusion of the interviews, all applicants remaining that obtained a score of 70% or greater will be ranked based on the structured interview score only. After the ranking, and dependent on the number of vacancies, candidates will be moved on to the next phase of the hiring process.
Background Investigation / Pre-employment Truth-Verification Examination
A background investigation/pre-employment polygraph examination will be conducted on the top three applicants, or an amount as determined by the Chief, after the structured interview phase. Some areas of this investigation may include:
1. Verification of a candidate’s qualifying credentials
2. A review of the candidate’s criminal and traffic violation record, if any
3. An interview with at least three personal references of the applicant
4. Verification of the applicant’s previous employment history
The Truth-Verification Exam results will not be the single determinant of employment status. It is only an investigative aid that will be used together with other information to support decisions relevant to employment status.
Chief’s Oral Interview
Applicants who successfully complete the Background Investigation/Pre-Employment Polygraph Examination will be invited for an oral interview with the Chief of Police. The Chief of Police may choose any number of applicants to interview from the eligibility list depending on the number of current or anticipated vacancies. The Chief may also choose not to conduct interviews until a vacancy occurs.
If an applicant is chosen, the Chief of Police will forward a recommendation to the City Manager for consideration. If a conditional offer of employment is extended to the applicant, they will participate in the remaining phases of the hiring process. Should the applicant fail to pass any remaining phases of the conditional offer of employment, they will be eliminated from the hiring process.
Should an applicant be considered twice for vacant positions but not selected, the City shall have the authority to remove the applicant from the eligibility list. Any candidate that is not offered a conditional offer of employment after the Chief’s Oral Interview will not be considered for a period of two years from the date of notification that they are removed from the eligibility list.

Conditional Post Offer Truth-Verification
This exam explores medical, physical and psychological aspects of the applicant.
Psychological Examination
A psychological examination is designed to assess the appropriate, adequate, acceptable or desirable psychological, emotional, and personality profile and characteristics, traits, qualities, attributes and tendencies to perform as a Bellbrook Police officer. It will also evaluate an applicant to determine whether that person has the ability to endure stress associated with the nature of the job.
Medical Examination
A medical examination of each applicant will be conducted after a conditional offer of employment but prior to actual appointment to probationary status. This examination is to identify any medical problems that might inhibit work performance, shorten a career or contribute to work-related disabilities. Areas of evaluation will include but are not limited to: audio examination, eye examination, blood and blood pressure evaluation, medical history and clinical examination. Tests may include physical examination, health & medical history, hearing test, vision test, urine dip, non-DOT 5-panel drug test and EKG (non-stress). A drug screen will be included in this examination along with any tests needed to register the new hire with Ohio Police & Fire Pension Fund.
Complete a Peace Officer Basic Training Academy
*Non-Certified Candidates*
The Bellbrook Police Department will hire the candidate as a Police Recruit and sponsor enrollment into a police academy of the Chief’s choosing. The terms and requirements for this condition of employment will be detailed in the Conditional Offer of Employment and Reimbursement Agreement documents to be reviewed and signed by the candidate prior to the date of hire. Non-Certified applicants must complete the full curriculum requiring a minimum of 740 hours and pass the state certification exam. Certified applicants from another state may be eligible to receive credit for prior training and may be required to complete a reduced curriculum as determined by the Ohio Peace Officer Training Commission.
APPLICANT DISQUALIFICATION AND RE-APPLICATION
The following occurrences or combination occurrences in your background are examples of things that may result in rejection of an applicant’s consideration for a police officer position:
Applicants that do not attain the minimum required score of 65% on the NTN Examination or fail to meet the 30th percentile of the Cooper Standards for the physical fitness assessment, will be eligible for re-application and re-test six month from the date the exam/assessment was completed.
Applicants that do not attain a score of at least 70% during the Structured Oral Interview will be eligible for re-application and re-test one year from the date of the interview.
Applicants that are disqualified as a result of the background/polygraph phase or Chief’s Interview shall be informed, in writing, and may not re-apply for two years from the date of disqualification.
DURATION OF THE APPLICANT PROCESS
The selection process will be ongoing. A rolling eligibility list will be established and candidates may be processed accordingly as vacancies occur within the organization. General timelines for phases of the process, after completing and passing the written exam, are as follows:

The appointment of a new employee shall not be deemed complete until successful completion of a 1-year probationary period from the date of appointment as a Police Officer.

The conditions of employment of the law enforcement positions of the Bellbrook Police Department require a work schedule including first, second and third shifts, on a 365 day per year basis. Shift assignments are determined by the length of service provisions of the applicable collective bargaining agreement.
Lateral Selection Process:
Requisites, Credentials, and Qualifications Screening:
The Screening Committee is responsible for reviewing all appropriate materials from the application,
resume, and all ancillary documentation submitted by the applicants. The Screening Committee is
comprised of members appointed by the Chief of Police and will consist of at least two members.
Each committee member will review the information and data in each applicant’s file as evidence of requisites, credentials and
qualifications specified for the position of police officer. Those requisites, credentials and qualifications are developed for this
purpose and thoroughly explained to each committee member.
Interview:
Those applicants who meet the requisites and qualifications, and stand within at least the top ten (10) for each number of
positions to be hired from the list may be scheduled for an interview with the Interview Board. The City may choose to interview
additional candidates for the open position(s). The Interview Board may consist of employees of the City of Bellbrook, other
law enforcement or government agencies, members of the public, or any combination thereof. The interview will be structured
and the applicant will be rated on their responses to the questions. A consensus rating of the candidates’
interview/assessment results will be used to create the final list of candidates to progress through the selection process. This
list is not ranked nor establishes an eligibility type list.
Chief’s Review:
Those candidates who successfully complete all previous steps will be forwarded to the Chief of Police for final review. This
review will be based on the candidate’s ability to meet the hiring needs of the agency as demonstrated through the screening
and interview/assessment process. The final list of candidates forwarded to the Chief for review are not in order of eligibility;
any candidate may be considered for final selection.
Candidates for the position are taken from the list of recommended applicants. All applicants on this list will be subject to an
extensive background investigation that will be conducted by members of the Bellbrook Police Department. The Chief of
Police may invoke the “Rule of Three” for the final list. Applicants on this list will be considered for any vacancies in the
position of Police Officer.
Appointment:
An extensive background investigation, truth verification test, psychological examination and medical examination will be
required of those persons in line for appointment to the position of Police Officer. Appointments will be made on a probationary
basis for one year from the date of appointment.

Job Summary
Provide full-service law enforcement services to the City of Bellbrook through response to calls for service, patrol, and other administrative assignments to enforce laws and protect the general public.
