Position Title: Entry Level Police Officer
The City of Salem, Ohio is building a civil service eligibility list for entry level police officer. All applicants must complete the FrontLine National Exam through the National Testing Network. All applicants must also complete the Personal History Questionnaire (PHQ) and the Public Safety Self Assessment (PSSA) located in your candidate profile on National Testing Network.

JOB REQUIREMENTS
Qualifications: Must be a minimum of twenty-one (21) years old and a maximum of thirty-four (34) years old unless the candidate has had an original appointment as a police officer, prior to turning thiry-five (35) years old. This prior appointment must be validated through the Ohio Police Officer Training Academy.
US Citizen: Must be a citizen of the United States of America or have a Permanent Resident Card.
Education: High School graduate or equivalent, must have a valid, current certificate from the Ohio Police Officer Training Academy, attesting to the satisfactory completion of an approved state, county, municipal, or Department of Natural Resources Peace Officer Training Program prior to appointment.
Ability to Read/Speak English: Yes
Vision: 20/20 not required
College: Not required for entry level police officer position.
Hiring Process: Successful candidates will have their names placed on an official Eligibility List from which appointments are made. Prior to an appointment, the candidate must pass a comprehensive medical examination (to include drug testing), psychological evaluation, and submit to a Computer Voice Stress Analysis and any other tests deemed necessary by the Civil Service Commission.
Character: Must be of good moral character, have no criminal record, have good previous work record and background indicating an ability to get along with people. Applicants are subject to a background investigation by the Salem Police Department.
Military Credit: Issuing of military credit will be contingent on the applicant submitting proof of such satisfactory service and/or honorable discharge (for example Form DD-214.)
JOB DESCRIPTION
Responsibilities: Under general supervision enforces laws and city ordinances, maintains order, prevents crime, makes arrests, and performs related work as required.
Typical Tasks: Patrols an assigned area on foot or in a vehicle: checks stores, businesses, houses or other premises for fire, burglary, and other disturbances; investigates and reports suspicious or unsafe conditions; responds to complaints of criminal occurrences, hazardous conditions, or breaches of the peace; submits reports for investigations of criminal or non-criminal matters; conducts continuing or follow-up investigations of reported incidents; conducts general patrol for protection and prevention of criminal acts.
Observes traffic hazards and conditions of acts or recommends corrections for their abatement; investigates traffic accidents; administers first aid; enforces traffic and parking codes; assists motorists with stalled vehicles; directs traffic; observes and reports unsafe conditions throughout the city.
Makes arrests for violations of laws and city ordinances; prepares and files necessary court forms and papers; testifies in court; transports prisoners to police station(s), court or jail; registers and books prisoners; detains and locates treatment for hazardous or self-endangering individuals; locates lost persons.
May be assigned administrative duties such as special record maintenance, procedure or rule development, assist in preparation of administrative reports; may analyze report information to enhance enforcement, investigative, or safety efforts; may assist in training of new personnel; may perform technical or specialized duties as assigned; operates and maintains departmental equipment; may assist with supervisory tasks during supervisors absence; attends training and/or instructional meetings; performs other related law enforcement duties as assigned; cooperate with other governmental or law enforcement agencies; may be called on at any time for emergency duties.
Necessary Knowledge, Skills, and Abilities: Ability to deal effectively and courteously with others; ability to observe situation analytically and objectively and to record them clearly and completely; ability to react quickly and calmly in emergencies; ability to express oneself clearly and concisely (both orally and in writing); ability to enforce laws, city ordinances and regulations with firmness, tact and impartiality; ability to develop skills in the use and care of firearms and in the operation of motor vehicles and other departmental equipment.
Testing Procedures: Applicants are further notified that upon passing the video, writing, and reading portions of the exam, an applicant will undergo (before hiring) additional testing which shall include medical and psychological examinations in accordance with the Ohio Administrative Code (OAC) 123:1-9-03, background investigation, oral interview and assessment with the police chief and/or their designee, the foregoing at the expense of the City of Salem and the successful passing of the foregoing shall be a condition of hire.
